The Unified Agenda lists as "completed" both regulatory actions for which a final rule has been promulgated and rules that have been withdrawn from the agency agenda. Withdrawn rules are those which the agency no longer plans to promulgate. If a rule was proposed in the Federal Register, the agency is required to publish a notice of the withdrawal in the Federal Register along with a justification for why the agency has ceased regulatory action.
