Agencies will often solicit comments on proposed or final rules. An agency will announce that they are accepting comments in the Federal Register notice. They will set out the deadline by which the comments must be received and how to submit comments. Often, the agency will lay specific questions that it would like addressed in the comments. Submitted comments can sometimes be reviewed by going to the agency docket.
