Rather than imposing regulation, sometimes a regulatory agency will develop voluntary standards or guidelines for the regulated sector. Voluntary standards are generally justified by the rationalization that they impose less of a burden on industry. However, voluntary standards are unenforceable, and because they cannot be enforced, they are generally not enacted evenly across a given industry, allowing for gaps in protections.
