SAN or Seq. No. is the sequence number for a rule. It identifies where the rule appears in a unified agenda. The sequence number identifies the location of an entry in this publication. A specific regulatory action will have the same RIN throughout its development but will generally have different sequence numbers in different editions of the Unified Agenda.
