"Hard look" refers to standard by which an agency has considered environmental impacts of a particular regulation. Under the National Environmental Policy Act, an agency is required to take into account detailed information concerning significant environmental impacts of a proposed regulation. The agency must take a "hard look" at the potential environmental consequences of a given action. An agency's consideration should be thorough but does not have to be exhaustive.
