E-rulemaking refers to the use of digital and internet technology to facilitate public participation in the rulemaking process and to increase access to rulemaking information. The E-Government Initiatives of the President's 2001 Management Agenda seek to integrate agency operations and technology investments in order to increase efficiency and civic engagement.
Under the E-Government initiative, the federal government created Regulations.gov a website where all proposed federal regulations (by agencies) are available to the public. This is the Internet site where the public can submit electronically comments on proposed regulations.
