In 2003, citing the authority of the Data Quality Act, the Office of Management and Budget pushed to expand political control of agency scientific activity. OMB released a draft bulletin proposing to establish government-wide standards for scientific peer review. The proposal unleashed a backlash from the scientists, public interest groups and government officials who consistently saw the new policy as major threat to the timely development of objective scientific information. Following a public comment period, OMB issued the Final Information Quality Bulletin for Peer Review in December 2004.
